Abstract

The Canadian Nuclear Safety Commission (CNSC) is Canada’s State Regulatory Authority (SRA) responsible for ensuring the successful application of safeguards in Canada. Under the Comprehensive Safeguards Agreement (CSA) and Additional Protocol (AP) the CNSC is required to track the inventory and movement of all safeguarded material, provide reports, declarations and other information, and access to the International Atomic Energy Agency (IAEA). These reports and documents include nuclear material accountancy State reports, design information, operational reports, AP declarations, as well as near real-time advanced information enabling the IAEA to plan inspections more effectively. The paper will discuss the features and benefits of the existing State Declarations Portal (SDP) and prospective expansion of its functionality in the future. The SDP is a web-based system introduced by the IAEA in 2017 for the transmission of safeguards information between Member States and the IAEA. Canada contributed to the development and launch of the SDP through the Canadian Safeguards Support Programme and became the first state to start making submissions to the SDP to be able to reduce the number of paper-based processes for the exchange of information, saving staff time for all parties, and reducing the overall time needed to process declarations. Currently, the SDP provides a secure two-way communication channel to facilitate the provision of state declarations that are not time sensitive. Canada is working with the IAEA for enhancing the SDP and prospective expansion of its functionality in the future.
