Participant Funding Program Decision – Canadian Nuclear Laboratories Ltd.'s application to amend its decommissioning licence for the Douglas Point Waste Facility

The CNSC announced on February 6, 2020, that it was offering $75,000 through its Participant Funding Program (PFP) to assist Indigenous peoples, members of the public and stakeholders in the review of the licence amendment application and Commission hearing process for the Douglas Point Waste Facility (DPWF) operated by Canadian Nuclear Laboratories Ltd. (CNL).

Background

Participant funding was made available by the CNSC:

  • for the provision of new, distinctive and valuable information to the CNSC through informed and topic-specific interventions
  • to assist interested parties in the review of the licence renewal application and the Commission hearing process for the DPWF

A funding review committee (FRC), independent of the CNSC, was established to review the funding applications received by the PFP administrator and to make recommendations on allocating up to $75,000 to eligible applicants. The FRC was provided the flexibility to recommend funding beyond $75,000 based on the value-added of the funding applications received.

The FRC members were:

  • Paul Scott, retired regional director of the Canadian Environmental Assessment Agency (CEAA), Vancouver office
  • Steve Burgess, retired director of the CEAA
  • Bruce Young, retired director of the CEAA 

On April 7, 2020, the committee met to review seven funding applications received by the CNSC totalling $161,397.01.

CNSC participant funding decision

The CNSC has carefully considered the FRC’s recommendations on the allocation of participant funding for CNL’s application to amend its decommissioning licence for the DPWF and has approved reimbursements of up to $97,158.56 for the following recipients:
